Your 1999 car should be OBD 2. I don't believe the codes are readable using an LED. that method only works on OBD 1 cars...earlier.
You need an OBD 2 code reader that will plug into the OBD 2 connector, located under the dash, on the left side of the steering wheel.
If you don't have the code reader, consider taking the car to Autozone or a similar place that will do a code reading for free. A friendly mechanic may do the same also.
