Default Leaking where roof meets windshield

My 96 is leaking above the drivers seat where the roof meets the windshield gasket. The roof doesn't even touch the windshield on the drivers side, and the latches are as tight as they will adjust. This car is new to me so I'm not sure how tight that clearance should be. Ill attach a picture of the gap. Is this a worn out gasket or a roof issue, or not an issue?
