Default California Smog with the ODB2 3 blinking sensors

Ok guys need someone with more brains than me. I have a 96 miata mx5,no error codes, but have three sensors that will not ready. I have read thru the forums and it seems to be the issue with 96-97 with the OBD2 setup. I have changed O2 sensors, cleaned EGR and EGR boost, both have good suction but I didn't remove it from engine as it had good suction. I did remove EGR lines and as expected the engine ran rough plugged back in and ran fine. Checked to make sure everything from good battery to all fuses are good. Even removed the new stereo just in case it was a power issue on the ECM. It runs fantastic, did multiple run cycles all that I could find on the forums. I have read thru the forums for any help and have checked what others have run across. Have done resets. Took it a shop in town and they hummed and hawed that well the EGR didn't seem to work but when you drove it said it did work. Told me to take it to dealership. Called them and they don t have anyone who works on Miatas right now. So I'm kinda on my own until either I find a dealership who will check it out. This has taken soo long that I am out of tags right now until I get it smogged. I am thinking of taking the EGR off and doing a good cleaning or just buying another just because of what that local shop said. Any and all suggestions appreciated. sensors are Cat, EGR, O2
