Default 1992 Miata back brakes - Emergency Brake

I have been on Youtube looking at how to get my emergency brake tighter and made things worst! I am not sure the car has Miata brakes! Here are some of the pictures of the brake system which I do not believe is standard. I want to tighten the emergency so with emergency on, I do not roll down a hill. I have tried to fix it and made it worst. I took the cap off, then the (bright) bolt out and then back in tight. I then decided I should adjust the cable by adjusting the nuts in the other picture. No luck!

This is the bolt after I remove a cap on it. I thought it was the one I was to tighten but it did not seem to do much.

This is a unit that I tried to adjust. It is part of the emergency system and I played with the nuts to "tighten" the emergency or that is what I thought!
