Default Wondering if I should go for it

Found an awesome 95 in red that looks to be in great condition. Drove it a little in parking lot felt great but not much of a feel you know it's a parking lot. It comes with the hard top and he's asking about 4000. Is it worth it? I know just the hard top alone is a chunk of cash and I really would like to have a hard top and all the paint matches. I think miatas are super and I've been wanting one for a long time and just got a new job feeling like I can finally afford to get a new(to me) car hahaha. Should I ask to drive it again? Get underneath and really poke around? I've never done this before so I'm not so certain of everything. Ad says "1995 Miata in great condition. 2nd owner. No scratches or dents! New seats, roll bar, battery, starter,clutch and radiator. Must see, no low ball offers considered."
he was talking about how a bunch of stuff is brand new he just did it.
kbb says (without hardtop) and those miles like 2100 about for price? Sounds right?

Rollbar is $400
Hardtop is ~$900

If you had posted detailed pictures it would be better.

That's a good year for future modifications. Just be sure to check for rust in the rocker panels in front of the rear wheels.
