Hopefully I can get some help. I have a 99nb which I installed a jdm(bp5)engine,six speed trans,& bp5 ecu. The egr is not used but I can not get the rpms below 1800 when the engine is at operating temp. Any ideas. Thanx

Vacuum leaks, idle adjustment screw, VICS or VTCS open or closed, ignition timing not correct, throttle position sensor not adjusted correctly, IAC might respond to different amount of signals between the two engines and need to be swapped back to original one, etc.
