Default Miata info on problems

Thinking of buying my neighbors 1999 miata. It doesn’t run,don’t know right now what is wrong with it. It is a convertible, std. transmission. Inspection sticker ran out Feb.this year. It’s gold in color. I’m wondering what were any major issues in this year model? When it was running I never saw any engine smoke from it driving on my street. Have not talked with the owners yet about if it might’ve for sale. I looked at some used prices online from 5900-7900$. These were running cars, my neighbors isn’t. Would someone give me an idea what I should look at on the car and questions to ask the owner to find out more of it’s condition. And lastly a price value of it being of unknown condition. Thanks for any advice.

A not-running car can have most anything wrong with it, hence one can only speculate about what repair costs might be. $5900 - $7900 for a car in truly excellent shape still sounds high to me for private sale....Unknown condition is anybody's guess and I'd think in the range of $2500, but who knows...You may want to talk with him...Let him fix it and then work out a price is my advice.
