Default Is boost spike inevitable?

Just wondering if anyone experiences this right when the turbo comes on.. always wants to boost like 2psi above where i want it then settles. Is it crappy china charger or is it just something that is inevitable with any turbo? Ive been told that theres nothing that can be done but is that the truth?

Im talking without buying some kind of boost controller...

depends, are you rolling into the throttle or are you punching it in low(relative) rpms?

without a boost controller, this almost never happens.
