My Slow NA
You unplug the side blinker, parking light, head light motor, head light, and possiBly your horn (don't have one so cant comment). Then put it all to the outside of that little fender bracket, so it's all sort of inside/underneath the fender. In that picture you have a small white zip tie pointing right where it needs to go. I don't think you need to cut and resolder anything. Taking the stock plastic covering crap is probably a good idea, it's generally hard and brittle by now anyways. Rewrapping section of a harness with electrical tape is therapeutic. I think you can do the same on the passenger side, it's only the headlight wiring though.
I can take some pics at home if you'd like.

Like I said, most of my plastic accordion crap is gone. I don't much like it. Especially on the fuel hose. WTF is it doing there?!?! Who knows. My method is as follows: Take all the OEM plastic and E-tape off inch by inch. When you come to a junction, where two sections of wires divert, put a small zip tie snugly around the wires. Remove these as you re-wrap with new E-tape, and you'll know it'll all fit when you're done.
The AFM plug was cut off, then the cord was stripped to where it joins the main harness, all but the two AIT wires were cut there, and AIT wires were soldered onto long leads and taped into the main harness to somewhere under the headlight, where it crosses the bumper beam/radiator support bar and then plugs into the cold side of my IC. Diagnostic box bracket is scrapped, and the box is folder back towards the clutch master cylinder, and zip tied where it meets the rest of the harness.
i think what im going to do is remove the plastic crap and do like you were talking about but, take the bracket and drill out the spot wields, move wiring were i want it. use rivets to put it back together. thoughts?
Why? It all fits there. I wouldn't do that.
Disconnect the MC wiring, it should light up the e-brake light. If not, there's something wrong with the wiring. If it does, it's either full or a faulty switch. Wouldn't be surprised if brake fluid breaks those every once in a while.
